1 TheMaritimeSafetyCommittee,atitsseventy-fifthsession(15to24May2002),notedthat asaresultoftheentryintoforceoftheInternationalCodeofSafetyforHigh-SpeedCraft,2000 (2000HSCCode),on1July2002,revisedguidanceontheapplicationtohigh-speedcraftofthe InternationalConventiononLoadLines,1966(1966LLConvention)andofthe1988 Protocol relating thereto (1988 LL Protocol) was necessary.
2 The Committee recommended that Member Governments, when applying the 1966 LL Convention or 1988 LL Protocol, depending to which instrument they are Party to, should:
.1 inthecaseofhigh-speedcraftfullycomplyingwiththeInternationalCodeofSafety forHigh-SpeedCraft,1994(1994HSCCode),acceptthenecessaryrelaxationsfrom theconditionsofassignmentoffreeboardsoranyotherrequirementsofthe1966LL Convention or of the 1988 LL Protocol;
.2 inthecaseofhigh-speedcraftfullycomplyingwiththe2000HSCCode,acceptthe provisionsofthe2000HSCCodeasbeinganequivalentstandardofprotectiontothe provisions of the 1966 LL Convention or of the 1988 LL Protocol;
.3 followtheexemptionprocedureprovidedinarticles6(2)and6(3)ofthe1966LL Convention; and
.4 issuetothehigh-speedcraftconcernedeitheranInternationalLoadLineExemption
Certificate,inaccordancewiththeprovisionsofarticles6(2)and16(3)ofthe1966
LLConventionoranInternationalLoadLineExemptionCertificate,inaccordance withtheprovisionsoftheaforesaidarticlesasmodifiedbythe1988LLProtocol,as the case may be.
3 The Committee further agreed that, when an Administration communicates to the Organization,inaccordancewitharticle6(3)ofthe1966LLConvention,particularsandconditions ofanysuchexemptionsandreasonstherefor,itwouldbesufficienttostatethatthehigh-speedcraft concerned complies with either the 1994 HSC Code or the 2000 HSC Code, as the case may be.
