415(XI) Improved steering gear standards for passenger and cargo ships

THE ASSEMBLY,

RECALLING Article 16(i) of the Convention on the Inter-Governmental Maritime Consultative Organization concerning the functions of the Assembly,

RECALLING ALSO resolution A.325(1X) by which it adopted the Recommendation concerning Regulations for Machinery and Electrical installations in Passenger and Cargo Ships,

BEARING IN MIND resolution 12 of the International Conference on Tanker Safety and Pollution Prevention, 1978, by which it requested the Organization as a matter of urgency:
(a) To redraft the steering gear standards for passenger and cargo ships as contained in resolution A.325(IX), taking into account the provisions of the Protocol of 1978 relating to the International Convention for the Safety of Life at Sea, 1974;
(b)To study the need for making the steering gear standards for tankers of the 1978 SOLAS Protocol applicable also to other types of ships;
(c) To consider the adoption of improved steering gear standards together with the provisions of resolution A.325(IX) as amendments to Chapter ‡U-1 of the International Convention for the Safety of Life at Sea, 1974 upon its entry Into force,

HAVING NOTED the progress made by the Maritime Safety Committee in following up resolution 12 of the International Conference on Tanker Safely and Pollution Prevention, 1978, as recorded in the reports on its fortieth and forty-first sessions,

HAVING NOTED ALSO that the Maritime Safety Committee has arrived at a substantial agreement on improved steering gear requirements, which will be incorporated in amendments to the 1974 SOLAS Convention, subject to certain modifications with respect to the application of such requirements to new and existing ships,

1. AUTHORIZES the Maritime Safety Committee to complete and formally adopt the improved steering gear requirements as soon as possible and circulate them to Member Governments;

2. REQUESTS the Maritime Safety Committee to take action to incorporate those requirements as amendments to the internatiional Convention for the Safety of Life at Sea, 1974, and, as necessary, the Protocol of 1978 relating thereto, in accordance with the procedure for amending those instruments;

3. URGES Member Governments and Contracting Governments to the 1974 SOLAS Convention to apply those requirements for new ships without awaiting the entry into force of the amendments to the instruments;

4. FURTHER REQUESTS the Maritime Safety Committee to continue work on further improvement of the steering gear requirements to be adopted as future amendments to the above mentioned instruments.
