Inclining test

With regard to chapter 8 of part B of the IS Code, 2008, the NSI:

  1. taking into account paragraph 8.1.2, allows the inclining test of an individual ship as required by paragraph 8.1.1 to be dispensed with provided basic stability data are available from the inclining test of a sister ship and it is shown to the satisfaction of the NSI that reliable stability information for the exempted ship can be obtained from such basic data;
  2. taking into account paragraph 8.1.3, allows the inclining test of an individual ship or class of ships especially designed for the carriage of liquids or ore in bulk, to be dispensed with when reference to existing data for similar ships clearly indicates that due to the ship’s proportions and arrangements more than sufficient metacentric height will be available in all probable loading conditions;
  3. taking into account paragraph 8.2.2.8, for large ships accepts a smaller inclination angle than a minimum inclination of one degree and a maximum of four degrees of heel to each side, provided that the requirements on pendulum deflection or U-tube difference in height, as set out in paragraph 8.2.2.9, are complied with; and
  4. taking into account paragraph 8.2.2.9,
    1. allows one or more pendulums to be substituted by other measuring devices (U-tubes or inclinometers), provided that the alternative measuring devices are not used to reduce the minimum inclining angles, as required in paragraph 8.2.2.8; and
    2. allows for the use of an inclinometer without any conjunction with the use of a pendulum, provided that:
      1. the RO is of the opinion that the inclining angles can be measured by the use of an inclinometer alone;
      2. the RO submits a sound proposal to the NSI in which it is demonstrated that the inclinometer is sufficiently reliable and will give a result that is at least as accurate as pendulums; and
      3. the inclinometer meets the requirements, as set out in paragraph 2.6 of annex 1 to the IS Code.

Stability requirements for self-elevating units not propelled by mechanical means and manned with less than 12 persons on board when under tow

With regard to paragraph 1.3 of the introduction of the IS Code, and taking into account article 1.2 of the Netherlands Ships Act and article 22.4 of the Netherlands Regulation Safety Seagoing vessels, the NSI requires a self-elevating unit not propelled by mechanical means and manned with less than 12 persons on board when under tow:

  1. to comply with the intact stability criteria set out in part A of the IS Code; or
  2. if in case it is impracticable to comply with the intact stability criteria set out in part A of the IS Code, to comply with:
    1. the stability criteria set out in paragraph 2.4.5 of part B of the IS Code; or
    2. the intact and damage stability requirements of the MODU Code.
