Geachte voorzitter en leden,

Betreft : lijst van boekwerken aan boord van Nederlandse schepen (editie 8 juni 2011)

Bijgaand ontvangt u de lijst waarin de verplichte en aanbevolen boekwerken staan beschreven, aan boord van Nederlandse schepen. Deze lijst is tot stand gekomen in overleg met IVW.

Graag willen wij u op een aantal punten attenderen:

  • Een aantal IMO boeken bevatten een supplement, deze zijn aangegeven met een * de link waarop u deze kan downloaden staat beschreven in de bijlage

  • U kunt gratis het Nederlands- Engelstalige boekje “dat is juist” aanvragen waarin uitleg staat gegeven over veilig werken, hoe u dit kunt aanvragen staat in de lijst beschreven.

  • Voor wat betreft de interpretatie van digitale boekwerken ter vervanging van hardcopy boekwerken is IVW nog niet duidelijk, hierover vindt nog overleg plaats.

Bijlage 1

Guideline for the carriage of nautical and other publications on board vessels flying the Dutch Flag (Versie KVNR/24-06-2011)

MSC-MEPC.2/Circ.2 of 1 June 2006, “IMO requirements on carriage of publications on board ships” provides the publications which are specifically required to be carried on board ships by IMO instruments.
In order to go into the required publications concerning the Nautical Charts and Publications and the publications required by the ISM Code in more detail, an extensive list covering all fields of application for all types of vessels, would be necessary. However, a full list of publications in this guideline is too prescriptive of requirement and is in contradiction with the so called functional goal (goal-based regulations). If the Shipping Company or the master considers it important that the crew have certain knowledge about SOLAS requirements or MARPOL requirements, etc., it should be up to the company to decide whether such publications should be carried on board. Shipowners are deemed to consider an extensive prescriptive list issued by the Flag State to be an excessive administrative burden and wish to have this as their own responsibility and not regulated by statutory requirements.
