Statement by the Government of the Netherlands

The Secretary-General of the International Maritime Organization has the honour to transmit herewith the text of a communication by the Government of the Netherlands on equivalent arrangements accepted under regulation I/5 of the above Convention.

The Secretary-General would be grateful if steps could be taken to bring this information to the attention of the appropriate authorities.


Statement by the Government of the Netherlands

  1. Regulation III/48.1.4 of the International Convention for the Safety of Life at Sea (SOLAS), 1974, as amended, requires the launching mechanism to be arranged in such a way that it may be actuated by one person from a position on the ship's deck and from a position within the survival craft or recue boat.


  • It it the view of the Netherlands that on passenger ships equipped with lifeboats with a capacity up to 150 persons and davit launched liferafts, this requirement renders unnecessary technical problems with remote control wires of lifeboat davits. Also for the rescue boat such a remote control system might be superfluous if the launching of the boat is the task of a dedicated crew.


  • Generally the survival craft and the rescue boat are lowered by a number of crew members, trained in the handling and launching of survival craft assigned that task in the ship's muster list. After completion of this task these crew members disembark the ship using a davit-launched liferaft.


  • In the view of the above, the Netherlands gives notification of the following arrangement to regulation III/48.1.4, under the provision of regulation I/5 of the above Convention:

      "On passenger-ships equipped with lifeboats/rescue boat and davit-launched liferafts the arrangement for actuation the launching mechanism from a position within the lifeboat/rescue boat, as required by regulation III/48.1.4, may be omitted on the following conditions:

      • the muster list and abandon-ship procedures clearly indicate which persons are responsible for launching the survival craft and rescue boat and arrangements are made for those persons to disembark the ship by means of a davit-launched liferaft;


      • the "man-over-board" procedure clearly indicate which persons are responsible for launching the rescue boat; and,


      • each commander of a lifeboat and rescue boat and the persons on deck operating the launching mechanism are in the possession of a radiocommunication device."

      • Herewith SLS.14/Circ.127 is revoked.
