Subject
Netherlands acceptance of an equivalent arrangement for mechanical stored power on rescue boat davits/SLS.14 Circular.

Dear Sir,

Please find enclosed a text for a SLS.14 Circular by the Netherlands on the above mentioned subject.

Since the entry into force of the revised Chapter III of SOLAS ’74 in July 1986, the Netherlands has gained positive experience with the use of davits without stored mechanical power for light rescue boats.
Unfortunately the Netherlands has failed to inform Contracting Governments of this equivalent arrangement. As Chapter III has been amended again in July 1998, with the adoption of the LSA Code at the same time, the Netherlands takes this opportunity to inform contracting Governments of the enclosed equivalent arrangement under the provisions of Regulation I/5 of the SOLAS Convention.

It would be appreciated if you could bring this notification to the attention of the Member Governments.

Yours sincerely,

THE DIRECTOR FOR GENERAL FREIGHT TRANSPORT POLICY,
on his behalf,
The Head International Affairs Division, b/o,
(signed)
W. Tieman

LIFE-SAVING APPLIANCES

Stored mechanical power for rescueboat launching appliance

Statement by the Government of the Netherlands

Regulations III/17 and III/16 of the International Convention for the Safety of Lives at Sea (SOLAS) require the launching appliance for a rescue boat which is not one of the ship’s survival craft to comply with the requirements of section 6.1 of the International Life Saving Appliance Code (LSA Code).

The Government of the Netherlands is of the opinion that the handling of light rescue boats, served by a crane which has to be slewed in the outboard position for lowering the boat into the water by gravity, is not significantly improved by the use of stored mechanical power.

The use of a hand operated mechanism simplifies the davit construction and improves the reliability substantially.

In view of the above the Government of the Netherlands gives notification of the following equivalent arrangement to the requirement of stored mechanical power in paragraph 1.3 of section 6.1 of the LSA Code.

On ships equipped with a six persons rescue boat which is not one of the ship’s survival craft, having a weight of less than 5500 N in fully equipped condition, with engine but without the crew, the launching appliance of the crane does not need to be fitted with stored mechanical power. Slewing of the launching appliance shall be possible by one person against an adverse list of 20 degrees and a trim of 10 degrees.

For the other aspects the launching appliance shall be in full compliance with paragraphs 1 and 2 of  section 6.1 of the LSA Code.
