1 The Maritime Safety Committee, at its sixty-eighth session (28 May to 6 June 1997), approved Guidelines for performance and testing criteria and surveys of expansion foam concentrates for fixed fire-extinguishing systems of chemical tankers, given in the annex.

2 Member Governments are recommended to ensure that tests for type approval and periodical controls of the expansion foam concentrates for fixed fire-extinguishing systems of chemical tankers are performed in accordance with the annexed Guidelines.

Annex


Application

1 These Guidelines apply to the foam concentrates for fixed expansion foam fire-extinguishing systems for chemical tankers.

Type of foam

2 The type of foam should be chosen based on the IBC Code, the BCH Code and MSC/Circ.553.

3 The performance and testing criteria of foam concentrates for chemical tankers could use the procedure set out in the draft ISO/DIS 7203-1, titled "Low-Expansion Foam Concentrates", and the MSC/Circ.582, which was based on the above-mentioned ISO standard, as appropriate.

4 For type A foams (alcohol-resistant foams), the procedure provided in MSC/Circ.582 should be modified as follows: .1 three foam-making nozzles are to be simultaneously employed, located in the horizontal plane specified in paragraph 3.9.6(a) of MSC/Circ.582; and

.2 tests are to be performed in accordance with the provisions in paragraphs 3.9.6(b) and (c) of MSC/Circ.582. 5 For type B foams (regular foams), MSC/Circ.582 can be entirely applied.
