1          TheMaritimeSafetyCommittee,atitssixty-fourthsession(5to9December1994), agreedtherewasaneedtoprovideAdministrationswithguidelinesregardingtheprovisions of    SOLAS    regulation      II-2/10    concerning     exemptions     from     the    requirements      for fire-extinguishing systems.

 

 

2          The  Committee  also  agreed  to  the  annexed  table  1  providing  a  list  of  solid  bulk cargoes,forwhichafixedgasfire-extinguishingsystemmaybeexemptedandrecommended Member  Governments  to  take  into  account  the  information  contained  in  that  table  when granting exemptions under the provisions of SOLAS regulation II-2/10.7.1.4.

 

 

3          The  Committee  further  agreed  to  the  annexed  table  2  providing  a  list  of  solid  bulk cargoesforwhichafixedgasfire-extinguishingsystemisineffective,andrecommendedthat cargospacesinashipengagedinthecarriageofcargoeslistedintable2beprovidedwitha fire-extinguishingsystemwhichprovidesequivalentprotection.   TheCommitteealsoagreed thatAdministrationsshouldtakeaccountoftheprovisionsofSOLASregulationII-2/19.3.1 when determining suitable requirements foran equivalent fire-extinguishing system.

 

 

4          TheMaritimeSafetyCommittee,atitsseventy-ninthsession(1to10December2004), reviewedtheabove-mentionedtables as set out in the annex.

 

 

5          TheannexedtableswillbereviewedperiodicallybytheMaritimeSafetyCommittee. MemberGovernmentsarerequestedtoprovidetheOrganization,whengrantingexemptions toshipsforthecarriageofcargoesnotincludedintable1,withdataonthenon-combustibility

 

orfireriskpropertiesofsuchcargoes.   MemberGovernmentsarealsorequestedtoprovide the  Organization,  when  equivalent  fire-extinguishing  systems  are  required  for  the  agreed carriage  of  cargoes  not  included  in  table  2,  with  data  on  the  inefficiency  of  fixed  gas fire-extinguishing systems for such cargoes.

 

 

6          ThepurposeofthiscircularistoprovideguidancetoAdministrations.   Itshouldnot, however,beconsideredasprecludingAdministrationsfrom theirrighttograntexemptionsfor cargoesnotincludedintable1ortoimposeanyconditionswhengrantingsuchexemptions under the provisions of SOLAS regulation II-2/10.7.1.4.

 

 

7          This circular supersedes MSC/Circ.671.
