INTRODUCTION
Atankcleaningadditiveisaproductusedforthecleaningofcargotanksandassociatedpipingsystemson shipscarryingnoxiousliquidsubstancesandisusedbyaddingittothewashwaterinsmallamounts.
TheuseofcleaningadditivesmustberecordedintheCargoRecordBookasstatedinAppendixIVtoAnnex
IIofMARPOL73/78,"Listofitemstoberecorded,"(E)15.2.
TankcleaningadditivesareevaluatedbytheSub-CommitteeonBulkLiquidsandGases(BLG)inorderto protectthemarineenvironmentfromadverseeffectsrelatedtotheiruse.
Itisnottheintentionoftheevaluationtodeterminetheefficacyoftheproducts,butrathertodeterminetheir environmentalacceptability.
Thisdocumentcontainsaguidancenoteandaformtofacilitatethesubmissionofdatabymanufacturers. This
isintendedtoeasetheprocessofevaluationoftankcleaningadditives.
Paragraph1.8.2oftheStandardsforProceduresandArrangementsunderAnnexIIofMARPOL73/78, formsthebasisuponwhichcleaningadditivesareevaluated. Itreadsasfollows:
"Whensmallamountsofcleaningdetergentsareaddedtowaterinordertofacilitatetank washing,nodetergentscontainingpollutioncategoryAcomponentsshouldbeusedexcept thosecomponentsthatarereadilybiodegradableandpresentinatotalconcentrationofless than10%. Norestrictionsadditionaltothoseapplicabletothetankduetothepreviouscargo shouldapply."

NOTE
1 The composition of the product should be fully specified, given that tank cleaning additives are evaluatedonthebasisofanyindividualingredient. Componentswhichhaveoneorbothofthefollowing characteristicsshouldnotbeusedintankcleaningadditiveformulations:
.1 Componentswhicharepersistentandbioaccumulatingtoasignificantextentandknownto produceahazardtoaquaticlifeorhumanhealth.
.2 Components which are severely toxic to marine life, i.e. those having an LC50 value
of0.1ppmorless.
2 IfactiveingredientsincludepollutioncategoryAsubstances(accordingtotheIBCCode,GESAMP Hazard Profile or provisional assessment), test data for ready biodegradability must be provided. The proportionofsuchingredientsmustbelessthan10%ofthetotalproductforthetankcleaningadditivetobe accepted. Substancesnotpreviouslyassessedmustbetestedforreadybiodegradability,aquatictoxicityand bioaccumulation. Forcomponentsthathavenotbeenevaluatedpreviouslybytheabove-mentionedbodies, aquatictoxicityshouldbeinvestigatedfirst. Ifshowntobebelow1mg/l,thecomponentshouldthenbe testedforreadybiodegradability.
.1 AcuteAquaticToxicityData
ThetestproceduresforaquatictoxicitysuchasOECD203,itsISOorotherequivalents, shouldbeusedforsolublesubstances. Forsubstancesoflowsolubility,Annex9ofIMO GESAMP Reports and Studies No. 35 should be followed. A marine or fresh water crustacean is considered to be suitable for such testing purposes (e.g., Daphnia magna, Mysidopsisbahia,ChaetogammarusmarinusandAcartiatonsa). Existingdataonfishor crustaceanswouldbeacceptableforassessment.
.2 BiodegradabilityData
Thepreferredtestisa28dayreadybiodegradabilitytestsimilartoOECD301AtoE,itsISO
orotherequivalents.
.3 TheLogOctanolWaterPartitionCoefficient
Thiscoefficient(Log Pow) is a predictive measure of the tendency of a substance to accumulate in the fatty tissues of an organism. It can be measured using OECD Guidelines107or117,itsISOorotherequivalents,oralternativelyitcanbecalculatedusing fragmentalconstants(QSAR). Ifavailable,measuredbioconcentrationdataarepreferred.
3 IfactiveingredientsincludesubstancesinpollutioncategoryB,C,DorappendixIII(accordingtothe IBC Code, GESAMP Hazard Profile or provisional assessment) the component would be acceptable. Unevaluatedcomponentswouldbeacceptable,providedtheacutetoxicityis>1mg/l.
4 ComponentsthatareconsideredeitherAnnexIorpetrochemicalcomplexmixturesofhydrocarbons willbeevaluatedusingtheprocedureoutlinedinMEPC/Circ.265,basedontheprovisionalassessmentof hydrocarbonfamilies.
5 Thefollowingproceduresforsubmissionofnewcleaningadditivesareapplicable:
.1 DataonproductstobeevaluatedbyIMOshouldbemadeavailabletothenational
Administrationinvolved,bymeansoftheaccompanyingform.
.2 Thecomponentnamesusedontheformshallbethecorrecttechnicalnames,which meansthattradenamesarenotacceptable. Anytradenamedcomponentsmusthave theiringredientsandtheirproportionsfullyspecified.
.3 ThedatashallbesubmittedataperiodpriortotherelevantIMOmeeting,whichis acceptabletothenationalAdministrationinvolved.
.4 Incompletedatawillnotbetakenintoconsideration.
.5 AllproprietarydatawillbetreatedasconfidentialbythenationalAdministrationsand theirrepresentatives,whichformtheevaluatinggroup.
.6 Anychangesinnames,compositionorotherwiseofanyproductwhichhaspassed the evaluation of IMO at an earlier occasion, shall be reported to the national Administration.
