Validity of the IOPP Certificate and Supplements
issued under the current MARPOL Annex I after 1 January 2007
TheMarineEnvironmentProtectionCommittee,atitsfifty-fourthsession,notedthatupon
theexpectedentryintoforceoftherevisedMARPOLAnnex Ion1January2007,theworld's merchantfleetwillstillbecarryingIOPPCertificatesandsupplementsissuedunderthe “old”or currentMARPOLAnnexI. ApossibleconflictmaydevelopwhenportStatecontrolofficerscheck
the validity of IOPP Certificates issued underthe “old” MARPOL Annex I after that date.
The Committee agreed that, unless the documentation is required to be re-issued as
a consequenceofashiphavingtocomplywithanynewrequirementsundertherevisedMARPOL AnnexI,IOPPCertificatesandsupplementsineffectatthetimeofentryintoforceoftherevised MARPOLAnnexIshouldbeaccepted,particularlybyportStatecontrolofficers,untiltheexpiry dateoftheassociatedIOPPCertificate,atwhichtimeanewSupplementcomplyingwiththenew requirementsundertherevisedMARPOLAnnexIwouldbeissuedforattachmenttotherenewed IOPP Certificate (MEPC 54/21, paragraph 6.14).
MemberGovernmentsandPartiestoMARPOL73/78areinvitedtonotetheaboveandto bring this Circular to the attention ofall partiesconcerned,inparticularportStatecontrolofficers under their jurisdiction.
