UPDATING THE SUPPLEMENT TO THE IOPP CERTIFICATE
UNDER THE EXISTING MARPOL ANNEX I
(Sections 2.4.1 and 2.4.3 of Form A and sections 2.4.1, 2.4.3 and 6.1.4 of Form B
of the IOPP Certificate Supplement)
1 MEPC49(14to18July2003)adopted,byresolutionMEPC.107(49),therevisedGuidelines andspecificationsforpollutionpreventionequipment for machinery space bilges of ships and, by resolutionMEPC.108(49),therevisedGuidelinesandspecificationsforoildischargemonitoringand control systems for oil tankers. Both revised Guidelines are expected to take effect from
1 January 2005.
2 MEPC52(11to15October2004)notedthat,intheintervalbetween1January2005and
1 January2007(dateoftheexpectedentryintoforcefortherevisedMARPOLAnnexIandits updatedIOPPCertificateSupplement),thereisno provisionforindicatingapprovalinthecurrent formoftheIOPPCertificateSupplementforequipmentapprovedunderresolutionMEPC.107(49)or resolution MEPC.108(49).
3 MEPC 52, noting the precedent set out in Unified Interpretation 2.4A of the existing MARPOLAnnexI,agreedthatAdministrationsmaymakeinterimcorrections,whennecessary,in sections2.4.1and2.4.3ofbothFormsAandBoftheIOPPCertificateSupplementasregards equipmentapprovedinaccordancewithresolutionMEPC.107(49),orinsection6.1.4ofFormBof
the Supplement as regards equipment approved in accordance with resolution MEPC.108(49), pendingtheentryintoforceon1January2007oftherevisedMARPOLAnnexIanditsupdated IOPP Certificate Supplement.
4 MemberGovernmentsareinvitedtobringthiscirculartotheattentionofinterestedparties including port State control officers.
