1 TheMaritimeSafetyCommittee(MSC),atitsseventy-sixthsession,inconsideringthe ReportoftheWorkingGrouponBulkCarrierSafetyconcerningtheissueoftheriskcontroloptions onship/terminalinterfaceimprovementforbulkcarriers,notedtheneedtoharmonizetraining programmes for terminal operators worldwide.
2 MSC76,furthernotedthattheaboveconcerncouldbeaddressedbytheapplicationofthe CodeofPracticefortheSafeLoadingandUnloadingofBulkCarriers(BLUCode)andthattherisk controloptionsintheunderdevelopmentManualonloadingandunloadingofsolidbulkcargoesfor terminal representatives would address the concerns referred to above.
3 TheMaritimeSafetyCommittee,atitsseventy-eighthsession12to21May2004,agreedthat theapplicationoftheBLUCodewouldaddresstheconcernsonriskcontroloptionsaboveandurges MemberGovernments,shipownersandoperatorsandterminalsaswellasterminalrepresentativesto apply the guidance contained therein.
4 MemberGovernmentsareinvitedtobringtheBLUCodeand,inparticular,guidanceonrisk controloptionscontainedintheBLUCodetotheattentionofshipowners,shipmasters,shippers, terminals as well as terminal representatives and other parties concerned.
