ANNEX I OF MARPOL 73/78
Guidance for port State control officers on issues related to the Form of the Oil Record Book Part I
1 The Marine Environment Protection Committee, at its forty-ninth session (14 to
18 July 2003), noted that in accordance with the amendments to regulations 9(7) and 16(6) of
MARPOLAnnexI,whichwereadoptedbyresolutionMEPC.51(32)andenteredintoforceon6July
1993,theuseof100 ppmoily-waterseparatingequipmentonboardshipsisnolongerpermitted since6July1998. Asaconsequence,threereferencesto100ppmequipmentweredeletedfromthe FormoftheOilRecordBookPartIintheConsolidatedEdition2002ofMARPOL73/78,andthe relevant items were renumbered accordingly.
2 TheCommitteefurthernotedthatthisconsequentialeditinginthe2002ConsolidatedEdition
of MARPOL 73/78 has created some unforeseen problems during port State control, as some AdministrationsandportStatecontrolAuthoritiesareusingtheFormoftheOilRecordBookPartI containedinthe2002ConsolidatedEdition,whileothersarestillusingtheFormcontainedinthe
1997ConsolidatedEdition,takingintoaccountthattheconsequentialeditorialchangeshavenot been specifically approved by the Committee.
3 TheCommitteethereforeagreedthattheFormofOilRecordBookPartIascontainedinboth
the1997and2002ConsolidatedEditionsofMARPOL73/78shouldbeacceptedforportState control purposes.
4 MemberGovernmentsareinvitedtobringthisinformationtotheattentionofallconcerned, especially port State control officers.
