416(XI) Examination of steering gears on existing tanners

THE ASSEMBLY,

RECALLING resolution 12 of the International Conference on Tanker Safety and Pollution Prevention, 1978, concerning improved steering gear standards,

RECALLING ALSO that IMCO as a matter of urgency was requested:
(a) To re-draft the steering gear standards for passenger and cargo ships as contained in resolution A.325(IX), taking into account the provisions of the Protocol of 1978 relating to the International Convention for the Safety of Life at Sea, 1974 (1978 SOLAS Protocol) ;
(b)To study the need for mating the steering gear standards, which are applicable to tankers only in the 1978 SOLAS Protocol, applicable also to ships other than tankers;
(c) To consider the adoption of improved steering gear standards, together with other provisions for machinery and electrical installations in resolution A.325(IX), as amendments to Chapter II-1 of the International Convention for the Safety of Life at Sea, 1974, upon its entry into force,

BEARING IN MIND the increasing awareness of the serious consequences which can result from failures of ships' steering gear,

RECOMMENDS that all Governments concerned take action to specially examine the steering gears in all tankers of 10,000 tons gross tonnage and upwards ; these examinations should be arranged at the first opportunity, but preferably not later than one year after the adoption of this resolution by the Assembly; the survey should comprise at least a detailed external examination of the pipes, valves, flanges and other pipe connecxions of the hydraulic system with a view to establishing as far as practicable that they are in good condition and suitable for their intended service.
