Introduction
In compliance with Netherlands Shipping Order, article 67a, the stability informtion of a ship to which the Shipping Act is applicable has to be approved. Article 12 of the Shipping Order requires an inclining experiment to be carried out.
For newbuildings the required information shall be submitted well in time and the inclining experiment has to be carried out before sea trials. >BR>Before the first Certificate of Seaworthiness, with a validity of three months, will be issued, the preliminary stability information booklet has to be approved. This booklet shall contain the same information as the final stability booklet.
Before the expiry date of the preliminary certificates the final stability information booklet has to be approved.

Stability booklet
The stability booklet shall be carried out in accordance with paragraph 2.1 of chapter 2 of IMO Resolution A 749 (18), as amended. As a guidance for the preparation of the stability booklet MSC/Circ. 920 shall be used.

Determination of lightship displacement and centres of gravity
A According to paragraph 1a of article 12 of the Netherliands' Shipping Order 1965, every ship regardless of length, to which the Nethedands Shipping Act applies, shall be subjected to an inclining experiment after completion. Also a ship shall be subjected to an inclining experiment after having undergone reconstructions which are of influence on its stability data and when the reliability of the available stability data is insufficient.

According to paragraph 6 of the above mentioned article, exemption can be given from carrying out an inclining experiment for sister ships under the following conditions.

If an order comprises several ships according to one and the same design and the construction takes place simultaneously or directly successive, exemption can be granted for the second ship of the series for ships having a length according Article 2 (1) of Annex 1 of the Netherlands' Shipping Order of 100 metres and over, provided there are no doubts about the results of the inclining experiment of the first vessel. Request for such an exemption shall be addressed by the yard in writing to the concerning recognized organisation.

If an order is carried out by several yards, the above procedure applies to every individual yard.

The same procedure applies to ships having a length as defined above of less than 100 metres except that for granting exemption from carrying out an inclining experiment it will be necessary to be in possession of the results of the inclining experiment of two ships (if applicab|e also for each yard) of which the calculated outcomes must be in suflîcient agreement.

For ships for which an exemption from carrying out an inclining experiment has been granted, the draught shall be checked immediately after completion of those ships for the purpose of verifying their light weight.

The check of the draught as well as the execution of an inclining experiment shall be done under the supervision of a representative of a recognized organisation.

The inclining test shall be carried out in accordance with paragraph 7.2, 7.3, 7.4 and 7.5 of chapter 7 of IMO Resolution A 749(18), as amended.

Intact stability requirements
The intact stability for all ships, with the excemption of dredgers, shall, irrespective of their length, comply with the criteria as mentioned in paragraph 3.1 of chapter 3 of IMO Resolution A 749(18) as amended.

For the following types of ships special criteria have to be applied:

  • Cargo ships carrying timberdeck cargo shall comply with the requirements of paragraph4.1 of chapter 4 of IMO Resolution A 749(18) as amended.

  • Special purpose ships shall comply with the requirements of paragraph 4.3 of chapter 4 of IMO Resolution A 749(18) as amended. These requirements shall also be applied for special purpose ships of less than 500 tons gross tonnage.

  • Ships carrying grain in bulk shall comply with the requirements of paragraph 4.4 of chapter 4 of IMO Resolution A 749(18) as amended.

  • Offshore supply vessels shall comply with the requirements of paragraph 4.5 of chapter4 of IMO Resolution A 749(18) as amended.

  • Mobile offshore drilling units MODUs shall comply with the requirements of paragraph 4.6 of chapter 4 of IMO ResolutionA 74.9(18)as amended

  • Pontoons shall comply with the requirements of paragraph 4.7 of chapter 4 of IMO ResolutionA 749(18) as amended.

  • High speed craft shall comply with the requirements of chapter 2 of the International Code of Safety for High- Speed Craft (ResolutionMSC. 36(63)), as amended.

  • Dredgers shall comply with the requirements as mentioned in the "GUIDELINES FOR THE CONSTRUCTION AND OPERATION OF DREDGERS ASSIGNED REDUCED FREEBOARDS".

  • Submersible pontoons shall comply with the requirements as mentioned in the "GUIDELINES FOR SUBMERSIBLE PONTOONS HANDLING CARGO AT SEA".


    Damage stability requirements
    If required, the damage stability calculations shall be carried out in accordance with the regulations for the relevant ships type as listed below:

  • Cargo ships over 80 m in length(L) shall comply with the requirements of part 8-1 of chapter II-1of Solas74, as amended.

  • Oil tankers shall comply with the requirementsof regulation 25 of chapter III of Annex 1 of Marpol 73/78, as amended.

  • Chemical tankers shall comply with the requirements of chapter 2 of the Intemational Bulk Chemical Code, as amended..

  • Gas carriers shallcomply with the requirements of chapter 2 of the International Gas Carrier Code, as amended.

  • Special purpose ships shall comply with the requirements of chapter 2 of the Code of safety for Special Purpose Ships (IMO Res.A.534(13)), as amended.

  • Offshore supply vessels shall comply with the requirements of paragraph 3 of IMO Res.A.469(XII).

  • Mobi|e offshore drilling units MODUs shall comply with the requirements of chapter3 of the Code for the Construction and Equipment of Mobile Offshore Drilling Units (IMO Res.A.649(16)), as amended.

  • High speed craft shall comply with the requirements of chapter 2 of the International Code of Safety for High- SpeedCraft (ResolutionMSC. 36(63)), as amended

  • Dredgers shall comply with the requirements as mentioned in the "GUIDELINES FOR THE CONSTRUCTION AND OPERATION OF DREDGERS ASSIGNED REDUCED FREEBOARDS".

  • Submersible pontoons shall comply with the requirements as rnentioned in the "GUIDELINES FOR SUBMERSIBLE PONTOONS HANDLING CARGO AT SEA".

    Registration of existing sea-going vessels in the Netherlands
    Foreign existing sea-going vessels,which will be registered in the Netherlands, have to comply with the intact- and damage stability requirements in force at the date of newbuilding.

    Submisslon of documentation
    The Recognised Organisation shall submit one copy of the approved stability information to NSI, as well a fulI report of the inclining experiment, signed and stamped by the surveyor who has witnessed the experiment.
    As stated before, a first Certificate of Seaworthiness can only be issued whenever at least the preliminary stability information (approved by RO) has been submitted.
