1          TheMaritimeSafetyCommittee,atitsseventy-firstsession(19to28May1999),notedthatcertain clarificationswerenecessaryfortheguidanceofportStatecontrolofficersconcerningthetransitional provisionsoftheInternationalConventiononStandardsofTraining,CertificationandWatchkeepingfor Seafarers(STCW),1978.

 

2          MemberGovernmentsareinvitedtoinformtheirportStatecontrolofficersthat:

 

.1         until 1 February 2002, valid certificates of competency and endorsements issued or recognizedbyaPartyinaccordancewiththerelevantprovisionsoftheSTCWConvention whichwereinforceimmediatelypriorto1February1997remainvalid,subjecttoSTCW regulationI/15;

 

.2         until1February2002,seafarersholdingvalidcertificatesissuedinaccordancewiththe relevant provisions of the STCW Convention which were in force immediately prior

to1February1997bythePartywhichfoundthemqualifiedarenotrequiredbytheSTCW Conventiontohold,inaddition,certificatesorendorsementsissuedbytheGovernmentof theflagwhichtheshiponwhichtheyareservingisentitledtofly;

 

.3         onorafter1February2002,allcertificatesofcompetencyandendorsementsissuedto seafarers are required to comply with the provisions of the STCW Convention, as amended;and

 

.4         seafarersarenotrequiredtoholdcertificatesasevidenceofbasictraininginorderto comply with regulation VI/1 because the evidence required by section A-VI/1 is not consideredtobeacertificate.

 

3          MemberGovernmentsareremindedoftheguidanceissuedunderSTCW.7/Circ.1andinvitedto bringthecontentsofthiscirculartotheattentionofallconcerned,especiallyportStatecontrolofficers.
