Geachte mevrouw/mijnheer,

Tijdens de laatste zitting van het IMO Sub-committe on Lifesaving, Search and Rescue (LSR) is een aantal wijzigingen van artikelen van Hoofdstuk III van het Solas-verdrag behandeld en aanvaard. De wijzigingen moeten nog formeel worden aangenomen, waarna het gewijzigde Hoofdstuk III in 1998 van kracht wordt.

Het is echter mogelijk wijzigingen op een eerder tijdstip uit te voeren, namelijk door middel van zgn. Equivalente Regelingen, Nederland heeft aan de SG van IMO twee regelingen aangeboden met het verzoek deze onder de lidstaten te verspreiden. Een regeling geeft nadere richtlijnen over het keren en vernieuwen van sloepslopers, geeft mogelijkheid om bij redding/hulpverle- De andere de ningsboten die onder eenpuntenophanging zijn opgesteld, uitsluitend een "off-load" ontkoppellingshaak te gebruiken.
Afschriften van beide regelingen treft u bijgaand aan. De regelingen worden formeel van kracht zodra zij als SLS/Circulaire door IMO zijn verspreid, maar kunnen nu reeds worden toegepast.
Tijdens dezelfde zitting van LSR was de periodieke keurlng van reddingvlotten een punt van discussie.

Het blijkt dat in Zuid-Korea een ieder reddingvlotten kan keuren zonder dat daarop enige controle is door de overheid. Erkenning door de fabrikant is ook niet vereist,
Gezien deze wetenschap sta ik het keuren van reddingvlotten in Zuid-Korea niet meer toe.

Ik verzoek u het bovenstaande onder uw leden bekend te maken.

The Secretary-General of the International Maritime Organisation has the honour to transmit herewith the text of a statement by the Government of the Netherlands under the provisions of regulation I/5 of the above Convention.

The Secretery-General would be grateful if steps could be taken to bring this informatlon to the attention of the appropriate Authorities.

Statement by the Government of the Netherlands

Regulation III/41.7.6 of the International Convention for the Safety of Life at Sea as amended requires all lifeboats to be fitted with the Safety of Life at Sea as amended requires all lifeboats to be fitted wlth a release mechanism with both an on-lead and an off-load capability. This requirement, through regulation III/47.1, also applies te rescue boats.
It is the view of the Netherlands that, in case of single fall and hook systems, an off-load release capability is adequate and safer because of its lack of complexity and it's easier maintenance.

In view of the above, the Netherlande gives notification of the following equivalent arrangement te regulation III/41.7.6, under the provisions of regulation I/5 of the above Convention.

"In the case of a lifeboat or rescueboat to be launced by a single fall and hook system a purely off-load release mechanism is accepted as equivalent to the mechanism specified in regulation III/41.7.6,

Maintenance of falls

Statement by the Goverment of the Netherlands

The Secretary-General would be grateful if steps could be taken to bring this information to the attention of the appropriate Authorities.

Statement by the Goverment of the Netherlands


1 Regulation III/19.4 of the International Convention of the Safety of Life at Sea, 1974, as amended requires "end for ending" for falls at intervals of not more then 30 months and renewal of falls at intervals not exceeding five years.

2 Reversal of falls may be impractical for the following reasons:

- Expereinse has shown that the falls are normally in good conditions;

- The use of single continuous falls makes reversal impractical, if not impossible, without cutting the falls in the middle; this will necessitate splices in the falls wich may create a greater danger to the falls then weathering;

- The use of stainless steel greatly improves the service life of falls.

3 In view of the above, the Netherlands gives notification of the following equivalent arrangements to regulation III/19.40 under the provisions of regulation I/S of the above Convention:

.1 In lieu of end for ending at intervals not exceeding 30 months, wire falls shall be inspected periodically and shall be renewed whenever necessary due to deterioration, or at intervals of five years, wichever is the earlier;
.2 If the falls are instructed of stainless steel they shall be inspected periodically and shall be renewed whenever necessary due to deterioration, or at the expiry of the service life recommended by the manufacturer, whichever is the earlier. The service life shall not exceed 10 years.
